High-rise tower blocks were idealised as utopian <a href=\"https:\/\/en.wikipedia.org\/wiki\/Tower_blocks_in_Great_Britain\">\u2018streets in the sky\u2019<\/a>. By the mid-1960s, however, far from being hailed as innovative feats of architecture, tower blocks were condemned by residents and architects alike as undesirable, inconvenient and structurally unsound. The partial collapse of <a href=\"https:\/\/en.wikipedia.org\/wiki\/Ronan_Point\">Ronan Point<\/a>, a 22-storey tower block, in May 1968, fuelled growing calls for a change in direction.<\/p>\r\n<p><a href=\"https:\/\/en.wikipedia.org\/wiki\/Neave_Brown\">Neave Brown<\/a>, a New York-born British architect (1929-2018), envisioned a new style of social housing. He believed that \u2018<a href=\"https:\/\/en.wikipedia.org\/wiki\/Ziggurat\">ziggurat<\/a> style terraces\u2019 could revolutionise publicly-owned estates: the sloping structure would provide residents with access to their own outdoor space, in the form of private balconies and terraces, and provide each home with its own front door opening directly onto the street.<a href=\"#_ftn2\" name=\"_ftnref1\">[2]<\/a>\u00a0\u00a0\u00a0\u00a0<\/p>\r\n<p>In 1968, Brown designed what would become the Alexandra Road Estate in Camden, London. One of the most significant issues which the project needed to address was the sound and vibration from trains which passed directly adjacent to the site. Brown designed an 8-story stepped building which would block noise from the trains, built on rubber pads to minimise the vibration.<a href=\"#_ftn3\" name=\"_ftnref2\">[3]<\/a> His plan consisted of 520 apartments, to house over 1600 people<a href=\"#_ftn4\">[4]<\/a>, a school, a community centre, a youth club, a heating complex, a care home, a special needs school and a park. The project ultimately cost \u00a319,150,000 (over double the anticipated \u00a37,200,000) and took 6 years to complete (rather than the anticipated 3 and a half).<a href=\"#_ftn1\" name=\"_ftnref1\">[6]<\/a> Alexandra Road was deemed a \u2018wildly expensive\u2019 \u2018disaster\u2019 in the media, and Neave Brown never worked as an architect in Britain again.<a href=\"#_ftn2\" name=\"_ftnref2\">[7]<\/a> However, despite its reputation in the press, Camden\u2019s housing department found that the flats at Alexandra Road \u2018were probably the easiest ever to let\u2019.<a href=\"#_ftn3\" name=\"_ftnref3\">[8]<\/a><\/p>\r\n<p><a href=\"#_ftnref1\" name=\"_ftn1\"><\/a><\/p>\r\n<p><a href=\"#_ftnref1\" name=\"_ftn1\"><\/a><\/p>\r\n<p>Su Cross, a resident of the estate, describes her first impression of Rowley Way (the main street): \u2018the dazzling white concrete structures had such a jolly Mediterranean feel. One resident explained how \u2018there isn\u2019t a day that goes by where you\u2019re not seeing some film crew or photographer or model. For the people living on the estate, it\u2019s a double-edged sword\u2019. She felt that \u2018their privacy is being invaded or\u2026 that it\u2019s just for show\u2019, and expressed concern that \u2018how they live is not necessarily being taken care of, so things like the repairs and maintenance is probably the most important thing in the front of their mind and they just want the council to sort it out\u2019. Polena Barbagallo similarly described how \u2018we have people filming here every day\u2019, but \u2018underneath all that the structure is decaying.\u2019<a href=\"#_ftn11\" name=\"_ftnref1\">[11]<\/a><\/p>\r\n<p>Residents have also expressed concern over how the estate is being represented in the media. Council estates have often been used in TV and film as a \u2018shorthand for crime and deprivation\u2019,<a href=\"#_ftn12\" name=\"_ftnref2\">[12]<\/a> perpetuating negative and harmful stereotypes. Residents have noted how set decorators will often \u2018dirty up the estate with fake graffiti and rubbish and generally [make] it look threatening\u2019, which \u2018totally misrepresents the estate\u2019.<a href=\"#_ftn13\" name=\"_ftnref3\">[13]<\/a><\/p>\r\n<p>Equally, there is the issue of the \u2018<a href=\"https:\/\/www.vice.com\/en_uk\/article\/jm953d\/balfron-tower-art-fetishising-estates-157\">fetishization\u2019 of council estates<\/a>, whereby \u2018urban\u2019 and working-class aesthetics are monetised by labels and celebrities for profit,<a href=\"#_ftn14\" name=\"_ftnref4\">[14]<\/a> while the challenges facing the residents of such estates are side-lined and neglected. As of 2012, only 18% of the estate\u2019s flats were leasehold, <a href=\"#_ftn15\" name=\"_ftnref5\">[15]<\/a> but estates like Alexandra Road are quickly becoming gentrified, with private flats on the estate now costing anything upwards of \u00a3500,000 to purchase.<a href=\"#_ftn6\" name=\"_ftnref6\">[16]<\/a><\/p>\r\n<p>The misrepresentations of the estate in the media have led to several community-led documentary projects, including the 2012 documentary \u2018<a href=\"http:\/\/www.rowleyway.org.uk\/\">One Below the Queen\u2019<\/a> and the 2019 documentary \u2018<a href=\"https:\/\/www.youtube.com\/watch?v=uq3Kkx-wWeQ\">Estate Endz\u2019<\/a>. In 2012-13, a group of residents put forward a bid to the National Heritage Lottery and received \u00a32 million to put towards developing the park, a project which was completed in 2015.
